PKL Services, Inc. has received notice of award for performance as a subcontractor to United Support Services, Inc. (USS). PKL will provide Material Management and Logistic Support for the newly acquired F-35 aircraft at Naval Air Station Lemoore (NASL) and Naval Air Station Fallon (NASF).
USS and PKL will support this newly identified workload with a mission critical contractor team responsible for the management of inventory, warehouse operations, transportation, and preservation, packaging, packing, and marking (PPP&M) for F-35 materials.
USS, a San Diego based Certified 8(a), HUBZone and Service-Disabled Veteran-Owned Small Business (SDVOSB) acknowledged the award made by NAVSUP Fleet Logistics Center San Diego (FLCSD), via the SeaPort-NxG contract on August 31, 2020.
PKL’s CEO and President, Patrick “Paddy” Gough, stated “We are thrilled to be able to work with USS and to support the Navy’s F-35 program. Our Team, combined, has done a fantastic job ramping up for this work in less than two weeks. We are honored to welcome the newest employees to PKL.”

PKL recently produced an innovative pre-flight inspection simulation, called “The Pre-Flight Challenge,” for regional flight training school, Flex Air. Operating from airfields in San Diego, Texas, and Kansas, Flex Air is a 2019 AOPA Distinguished Flight School with a cutting-edge vision for future flight training.
Partnering with our simulation expert, ST Engineering, and Flex Air’s President and CEO, Mr. Paul Wynns, PKL created a virtual aerodrome experience with life-like renderings of a Cessna 172, parking apron, taxiways, and hangars–to immerse users in an authentic airfield environment. We then virtually replicated a point-to-point pre-flight inspection checklist procedure, in both tutorial and assessment modes with real-time progress feedback, creating a multi-sensory experience for prospective flight school students.
PKL Training Manager, Ms. Kim Robling, believes this project further demonstrates the broad application, and tangible value, of PKL’s trademarked training system, OmniSpec. “The distinguishing quality of OmniSpec is our ability to create blended learning regimes, from traditional classroom to mixed reality courseware, and then integrate those regimes with active learning nodes ranging from instructor centered (push) to student centered (pull). On May 15, 2020 PKL was awarded a new commercial training contract supporting the Royal Thai Air Force (RTAF) in Bangkok, Thailand. The contract award, with a total value of approximately $1.8 million in the first year of execution, helps RTAF create a modern maintenance training center outfitted with full virtual training capability and a customized Basics of Aircraft Maintenance Course (BAMC). PKL is teamed with Raydant International Company, LTD, our Thai partner, and Singapore Technologies Engineering Electronics, our simulation provider, to deliver this contract.
The RTAF Training Center will be a centralized hub featuring cutting-edge technologies like computer-based training, augmented reality, and virtual reality. These technologies will integrate PKL’s trademarked OmniSpec Training System, providing full-spectrum, on-demand, and blended learning. Additionally, PKL will provide a cadre of professional instructors to teach and manage the course.
Phase 1 of the contract is a nine-month curriculum, courseware, and equipment development period that culminates with the opening of the Training Center in early 2021. BAMC training classes will start soon after, at approximately one class per Quarter, and continue annually thereafter.
This new award follows on the heels of two other recent PKL wins in Thailand–a baseline assessment of Thai Aviation Industries’ (TAI) Maintenance, Repair, and Overhaul (MRO) facilities, and, a C-130H engine technical training contract, also supporting TAI.

In early 2020 PKL Services, Inc. expanded its international growth strategy and gained two new contracts in Bangkok, Thailand. Together, these two contracts form the vanguard of what we believe will be more extensive workload in Thailand and Southeast Asia in the coming years.
In January 2020, PKL Services, Inc. teamed with Raydant International Company, LTD and Mustang Services, LLC to form Team PKL and conduct a Maintenance Repair and Overhaul (MRO) Baseline Assessment for Thai Aviation Industries (TAI). TAI is a significant aviation service center in Bangkok providing a full range of support services to Thai military aviation. During the Baseline Assessment, Team PKL provided a comprehensive survey of two major MRO facilities, including 13 independent lines of operation covering facilities, equipment, maintenance planning and operations, supply chain management, quality management, Depot planning and scheduling, to name a few. More importantly, Team PKL synthesized the assessment results and produced a cohesive MRO Modernization Roadmap; a detailed plan for phased growth to help TAI transform into a regional center of excellence throughout SE Asia.
Leveraging this partnership with TAI and reflecting TAI’s confidence in Team PKL, in March 2020, we were awarded a follow-on contract to support TAI’s C-130H repair line, specifically the T56 Engine Quick Engine Change (QEC) training. For this contract, Team PKL will develop a fully customized T56 Engine QEC Familiarization Course (“QEC Fam Course”) to be presented at TAI’s facility in Bangkok. The QEC Fam Course will teach TAI maintenance technicians the fundamentals and best practices of engine support and QEC processes. Team PKL will also deploy three T56 Engine instructors to Bangkok to present the course and provide on-the-job training in support of T-56 Engine QEC.

PKL is proud to announce that we were awarded, by the California Governor’s Office of Business and Economic Development (GO-Biz), as one of a select group of companies to receive the California Competes Tax Credit (CCTC). The purpose of this tax credit is to help us generate and keep more jobs in California.

PKL was honored to attend the 10th anniversary celebration of the Republic of Singapore Peace Carvin V (PC V) contract in Mountain Home, ID.
For some history on PC V , “Following the selection of the F-15SG as the RSAF’s next generation fighter platform, the 428th Fighter Squadron was selected to be the training squadron for the RSAF. The 428th Fighter Squadron would operate in Mountain Home Air Force Mountain Base, Idaho under the command of the 366th Fighter Wing, Air Combat Command, USAF. On 18th May 2009, 428th Fighter Squadron was officially reactivated to operate the F-15SG as part of the Peace Carvin V program.”
To celebrate the 10 year milestone, RSAF dignitaries and personnel, including family, enjoyed a series of events on 11 October 2019. Events included a parade, a new tail flash unveiling, a carnival for the families to enjoy, and an anniversary dinner.
Dignitaries included the Guest of Honor: Senior Minister of State of Defence, Mr. Heng Chee How.
Brigadier General Ho Kum Luen, the Commander, Air Combat Command Republic of Singapore Air Force was the event host.
PKL has enjoyed the years of service alongside the RSAF and USAF on this contract. We are proud of the work accomplished and look forward to more opportunities to support the PC V contract in the future.

PKL Services, Inc. will continue to perform as a subcontractor to AVMAC, LLC who was recently notified of the recompete contract award of F/A-18 Aircraft Maintenance services for Marine Fighter Attack Training Squadron 101 (VMFAT-101) and Marine Aircraft Group Eleven (MAG-11) located at MCAS Miramar, CA. Our two companies, as a Joint Venture – INNOVAIR, have been providing Scheduled and Unscheduled Organizational Level Aircraft Maintenance Support Services to the United States Marine Corps (USMC) F/A-18 Fleet Replacement Squadron (FRS), (VMFAT-101) and MAG-11 since May 2015.
PKL will continue to employ 78 employees on the contract, and we will hire an additional 17 new employees as the contract grows in phases, for a total of up to 95 employees. The scope of the contract encompasses all aircraft maintenance functions of “O” Level Aircraft Maintenance support. The VMFAT-101 mission is to train aircrew on the F/A-18A-D aircraft and the AVMAC/PKL Team’s most important objective is to provide safe, flyable aircraft to execute the unit’s daily flight schedule.

PKL is happy to announce that, as part of our joint venture with AVMAC LLC, INNOVAIR LLC has been awarded an IDIQ contract with the CMMARS contract. INNOVAIR is one of the twenty contractors awarded this contract which allows these contractors to bid on multiple individual task orders for aircraft maintenance and logistics services.
Contracted Maintenance, Modification, Aircrew and Related Services (CMMARS) requires the contractor to provide aviation platform-level contractor logistic support (CLS) as specified in each individual task order in accordance with the Performance Work Statement.
In response to the award notification, PKL CEO, Terry G. Robling, LtGen USMC (Ret), said “This is great news for PKL. We have a long history with Navy and Marine Corps contracts and we look forward to supporting more of these contracts through CMMARS.”

PKL Services, Inc. will continue to perform as a subcontractor to AVMAC, LLC who was recently notified of the recompete contract award on the MV-22 Aircraft Maintenance services for VMMT-204 located at MCAS New River, NC. Our two companies have been providing Scheduled and Unscheduled Organizational Level Aircraft Maintenance Support Services to the United States Marine Corps (USMC) MV-22 Fleet Replacement Squadron (FRS), Marine Medium Tiltrotor Training Squadron 204 (VMMT-204) since February 2017.
PKL will continue to employ 21 employees of the original 70 employees on the contract, and we will hire an additional 14 new employees, for a total of 35 employees. The scope of the contract encompasses aircraft maintenance functions of Phase, Corrosion Control, Maintenance Control, and Aircraft “0” Level Maintenance support. The VMMT-204 mission is to train aircrew on the MV-22B aircraft and the AVMAC/PKL Team’s most important objective is to provide safe, flyable aircraft to execute the unit’s daily flight schedule.

PKL Services, Inc. is proud to announce that we will be performing as a subcontractor to 4M HR Logistics, LLC who was recently awarded a CFT contract, to begin work on the Point Mugu I-Level Engine Repair contract. The contract provides 25 personnel at Naval Air Station Point Mugu, California.
The contract begins on 1 March 2019 and will continue for 10 months with two additional one year options. Our employees will be performing I-level maintenance on various aircraft engines and engine modules for the P3, C-130, and E2 aircraft.
